Location: Hybrid ( 3 days onsite, 2 days remote)
Duration: 12 months
Annual Salary: $170,000

Duties:

 
The Department seeks a highly motivated individual who has the skills and experience of designing, developing, and supporting enterprise scale web applications on the Microsoft .NET platform for the integrated Child Support Enforcement applications under the South Carolina Department of Social Services. This position will be primarily focused on the SC New Hire application.Serving as the Infrastructure and Operations (I&O) Technical Lead, this role will serve as a liaison between the Chief Information Officer (CIO), the Information Technology Infrastructure and Operations (I&O) technical team, stakeholders throughout the SCDHHS to facilitate clear articulation and delivery of platforming solutions to support business process needs.

This consultant will work with various internal teams including SCDHHS Leadership, Program Directors and Managers, Technical Directors/Developers, Business and Technology Stakeholders/Subject Matter Experts (SMEs) and other SCDHHS staff to expeditiously implement the re-platforming initiative by following best practices.

We are looking for candidates who have both leadership and hands-on experience in planning for, developing and implementing complex IT infrastructure.

Essential Responsibilities

 
  • Work alongside appropriate staff, teams, stakeholders and other points of contact (POCs) as required, to understand the goals, objectives and future state of complex information systems
  • Develop a short- and long-term IT infrastructure and operations strategy that best suits the current and future business needs of the Agency
  • Apply platform architecture principals for new platform implementation efforts to establish new service capabilities
  • Establish capacity and availability management processes to ensure continuity of 
  • service during re-platforming
  • Serve as a subject matter expert for Complex Applications Delivery. For the I&O team to best meet the needs of the business, this position must understand the applications side to properly provide support on the I&O
  • Serve as the technical lead for infrastructure and operations strategic planning and day to day operations
  • Collaborate with agency leadership, business partners and other parties/stakeholders to provide recommendations on business and technical architecture as well as participate in the development of processes such as Incident Management, Problem Management, Service Level Management, Change Management, Service Asset and Configuration Management, Service Catalog Management, and Service Continuity Management.

  • This is a senior-level Information Technology (IT) role.
  • 20+ years coordinating and implementing complex business and technical architecture projects with a focus on Infrastructure and Operations
  • 10+ years of experience with bringing multiple verticals from low maturity to high maturity
 
  • 15+ years-experience working with and/or managing large multi-tenant environments, cloud services and vender management
  • 15+ years of providing strategic oversight to re-platforming initiatives
  • 15+ years of vendor management experience
